Place this at the paragraph start location you want the link to go to:
Create Link:

Now create a same page link to:
<a href=”#Mane Of Link”>Title Name Of Link<a/>
Now create a menu link to:
choose Custom Link.
in URL field add the page url with a # at the end and the name of what you called your link.
